All the information that you are looking for can be found here: http://wiki.creativecommons.org/Translate

Basically you go to https://www.transifex.com/projects/p/CC/ and look for your language, which is actually already there: https://www.transifex.com/projects/p/CC/language/ta/
Create an account on Transifex and ask to join the translation team, then you are all set to go an translate the Deeds and Choosers to Tamil.
