If a blogger releases his blog in creative commons share alike
attribution license,
(Allowing commercial usage)

Can any publisher take the content, print and sell?

If they do so, will they give royalty to author?

Can they change the license of the printed book to - all rights
reserved - some thing else?

another doubt.

If a blogger releases the content under CC, attribution, share alike,
non commercial license online,

if a publisher wants to bring printer version of the book for selling,

what to do?

Is the blogger can provide commercial options for the publisher only?
still making digital content sharing free of cost?

Ask the blogger for permission.

Can you give some links to read on how an author can give different license
for different people for the same content.?

I want my content to be free for all sharing online non commercially.

But I have authorised publishers want to print and sell, so that I can get
royalty.

I don't want non authorized unknown publishers, print books with my
content, sell and make money, without my knowledge or paying me.

How this is possible in cc?

I can't think of any link, but I am sure you can search for it using your favorite search engine.

Use CC BY-NC
But I have authorised publishers want to print and sell, so that I can get royalty.
Write up a separate contract with them. If it is really important for you, hire a lawyer to do it for you.
I don't want non authorized unknown publishers, print books with my content, sell and make money, without my knowledge or paying me.
How this is possible in cc?
The above has nothing to do with CC, or with any kind of licenses. Licenses set the permissions and conditions. Whether or not the permissions and conditions are followed by the users of your work is up to your ability to police them.

The author is the copyright holder. You can always give more
non-exclusive licenses to the same content. All CC licenses are
non-exclusive.

You can give a publisher who asks you, only the right to use
commercially for their magazine, for example. You can do that as long as
you don't give an exclusive license or equivalent (i.e. as long as you
don't sign a contract to sell all your own rights to the content to a
publisher).

I don't have links at hand, but you may want to look for the difference
between non-exclusive and exclusive licenses.
